Jay Ruiz is an experienced organizational leader, workforce-development professional, and systems strategist with more than two decades of experience leading complex organizations, managing multimillion-dollar resources, and developing programs designed to improve organizational performance. He holds two master’s degrees—one in Healthcare Administration and another in Educational Leadership—which complement his extensive experience in healthcare, education, organizational management, and workforce development.
Jay spent 20 years on active duty in the U.S. Army, where he worked in medical research and held leadership positions overseeing large organizations and geographically dispersed operations spanning multiple counties. Throughout his military career, he managed multimillion-dollar budgets, personnel, and complex operational programs while developing and implementing processes designed to improve efficiency, accountability, and organizational performance.
His experience also includes serving as an auditor for the U.S. Army Surgeon General, where he evaluated organizational processes and procedures for nonprofit organizations seeking millions of dollars in federal funding. This work provided Jay with extensive experience in compliance, program evaluation, risk assessment, financial stewardship, and organizational controls.
Following his military career, Jay transitioned into education, teaching at the high-school level before moving into workforce-development programs serving military personnel. These experiences broadened his perspective from organizational operations and leadership to education, career development, and the practical challenges individuals face when transitioning into the workforce.
For the past seven years, Jay has led an adult education and literacy program, where he developed its workforce-development component from the ground up. He has managed budgets and personnel, established operational processes, and developed technology-enabled solutions to streamline administrative and programmatic functions. His work has focused on identifying inefficiencies, designing practical systems, and using technology to improve service delivery, organizational capacity, and outcomes.
Across his career, Jay has consistently combined leadership, financial management, program development, process improvement, technology, education, and workforce development to help organizations operate more effectively. His experience managing both people and resources, coupled with his background in auditing and organizational evaluation, gives him a unique ability to look beyond individual problems and identify the underlying processes and systems that affect organizational performance.
Today, Jay brings this experience to organizations seeking practical solutions to improve operations, strengthen processes, develop their workforce, and make better use of technology and resources. His approach is grounded in a simple principle: effective solutions should not only address today's problems—they should build stronger systems for tomorrow.
